I think #7 is right, it's like a replacement of a ROSC.
And for all those people who think it's a scroll that allows you to summon mops for elf/knight/prince or summon mops equal to your level for mage... You're wrong! NC would never do that, people would get too strong...

They are talking about movement speed not attack speed. So all mops will now move at their intended speed which is still dangerous because it means you can't outrun certain mops.

#25 That argument would've worked, except Elves can have more dogs/tamed monsters than any other class, and they get spirits, so mages got slapped in the face there.
I only care about one thing...This scroll looks like a polymorph scroll. ANIMATE A NEW ITEM FOR ONCE NCSOFT!!! LAZY BASTARDS!!!
