Take down this article. That file doesn't mean anything and it appears that someone from NC development team put his/her own weired joke in the game or something.
쌩양아치 means a sore looser or street begger sort..
That description is actually part of "Korean Education Constitution" and got nothing to do with the game. What is this a joke?

쌩양아치 is like street gang who takes money, but they are not strong
so they just goes annoying weak people.
the description is saying that they are the one who will rolemodel to people
well.. something like that -_-;
nothing is known and NC will not tell us about anything.
i guess.. dark elf might be possible but i don't think we have to worry about
them right now -_-a

Hmmmm I hope it's just something they're gonna change thier mind about. Personaly I was and am hoping for the Thief class.
