Well, str knight with +8tsu does 25damage on a good ac so 21 for elf with rapier its not bad i can tell you.
Just try to hit on high ac damage change a lot.

but you got a point that "if" they put tsu 2hand then this Death Sword will be a great weapon.. instead of being nothing compared to a tsu..
