Dark Elves can only learn up to lvl 2 human magic not 4. The Damascus Claw is a purchasable item, it has a lvl 30 restriction (reading comprehension please) and the Dark Elf Spell: Bring Stone is the lvl 15 quest item.

closest to any info i have seen is a level 6 dark elf with 8 con and 53 hp.. seems ok... not like a 8 con mage at least =P
