If you got base str 19 then with a spell you can get 24.
If you got base str 12 then with a spell you can get 17. ^^
Besides, DE won't even have dex/str spells, so unless you always have a mage/elf around... o_o
(also notice you can get +100hp or more)

Str can be made up with items & spells, but hp is hp. The longer your hp lasts, the more you can kill.

Why create a 18 con DE when you can make a 18 dex 19 str DE and kill everything so fast with max ac o.o?

18 is cap for elf but they start off with less str 20 is real cap
